It doesn't necessarily have to be the same person.
If the responsibility allows the approver and the person in charge to be the same person, the same person can be in charge.
For example, in the following cases:
(1) If the approver also serves as the person in charge
(2) When approval authority is transferred from the responsible approver to the person in charge
In particular, the [Approver] is the person who confirms the written content and approves it with responsibility.
